GET request就是讀取請求，從伺服器拉網頁數據。也就是說不用發東西只是瘋狂拉取訊息也會觸發 rate limit。

mastodon 對不同操作有不同的頻率限制，比如 30 分鐘內最多刪同一個帳號的 30 條 posts [2]。
